This paper introduces a new approach that not only integrates the existing provisioning processes into a next generation OSS domain, but additionally provides users with a federated view of all data across all network layers and all services. In essence, this new approach eliminates the risks of a total OSS replacement now while establishing an evolutionary path that mitigates or delays the need for a comprehensive OSS replacement.
